Description
The course is designed for Peace officers to draft Information to Obtain (ITO), Warrants and Orders that meet the minimum legal standard. The minimum legal standard is the standard of review used by trial courts when warrants are challenged under the Canadian Charter of Rights and Freedoms. The minimum legal standard is met when the content of the supporting ITO could justify the granting of the corresponding warrant by the issuing judicial authority.

Learning outcomes
- Ability to draft ITOs and five common warrant types, including sealing orders where appropriate
- Understanding how to use informant information in ITOs without breaching informant privilege
- Understanding how to identify circumstances in which searches and seizures can be done without warrant
- Knowledge of the statutory authority and requirements in obtaining five common warrant types
Eligibility and mandatory requirements
- This course is offered to peace officers, members of investigative agencies, public officers, crown counsel or members of any other federal, provincial or foreign investigative or prosecutorial agency
- Approval of the course instructor is required when registering as a peace officer and member of an investigative agency
- Acceptance or refusal in the course is at the discretion of the Canadian Police College
Assessment
- Success in the course is based on participation and completion of all required assignments
- Various evaluation methods are used, including testing during problem-based-learning scenarios and writing a search warrant
- Re-testing or re-evaluation is conducted at the discretion of the course instructor
