Description
Special skills are required to effectively manage incidents involving persons who take hostages or who barricade themselves against the authorities. At any moment, police agencies may have a need to call on individuals and units capable of handling such crises. This course is designed to introduce police officers to hostage negotiations. It provides basic knowledge and skills required by police negotiators for the release of hostages and the peaceful surrender of hostage takers or barricaded persons.

Learning outcomes
- Ability to assess the behavior and communication of suspects, hostages or barricaded subjects that help in determining appropriate strategies during crisis negotiation.
- Knowledge of the philosophy and rationale of crisis negotiation as it applies to the role of the negotiator during the crisis situation.
- Ability to use situational indicators to guide negotiations.
- Knowledge of the methods used to resolve crisis incidents peacefully while ensuring the safety of all concerned.
- Ability to use established communication skills, theories, and hostage negotiation techniques during simulated crisis situations.
Eligibility and mandatory requirements
- This course is offered to negotiators selected by police agency for barricaded or hostage situations.
- Registrants must have at least five years of operational police experience.
- Registrants should possess above-average interviewing, communicating, and listening skills. They must also be able to perform under high levels of stress for long periods of time.
- Acceptance or refusal in the course is at the discretion of the Canadian Police College.
Assessment
- Success in the course is based on participation and completion of all required assignments.
- Various evaluation methods are used, including testing in practical scenarios.
- Re-testing or re-evaluation is conducted at the discretion of the course instructor.
