Description
Every action taken by public safety personnel including law enforcement at a disaster or large scale scene can have a profound impact on victim identification and any subsequent criminal investigation. Coordinating the collaboration between multi-agencies and multi-jurisdictions that must respond to such events where there is a high percentage of mass fatalities presents a particular complex set of demands. Whether for the purpose of preserving evidence for a criminal investigation or effectively managing the identification of victims' officer safety and support is crucial to the success of the mission.
This course will cover the methods that have been successfully used in past disaster victim identification (DVI) and evidence collection at a possible crime scene post a disaster.

- The practical component is offered either in a syndicate room or at an outside setting.
Learning outcomes
By the end of this course, participants will be able to:
- explain the different types of disasters and their classification;
- explain the different phases of a DVI response;
- summarise the incident command system;
- identify potential site and safety hazards;
- explore Interpol DVI standards;
- record a DVI scene using video/photography;
- take DVI scene measurement for scene reconstruction;
- use a scene recovery booklet;
- perform body search and recovery at a DVI scene;
- recover evidence; and
- use Plass Data software during a DVI response.
Eligibility and mandatory requirements
Participants will be required to complete a pre-course assignment prior to the start of the course. The pre-course assignment includes a presentation on the first day of the course.
Assessment
- Success in the course is based on participation and completion of all required assignments
- Various evaluation methods are used, including a pre-course assignment and presentation, participation in various scenarios and a final written exam.
- Re-testing or re-evaluation is conducted at the discretion of the course instructor.
