Preamble
Formal recognition by other educational institutions of learning activities completed at the Canadian Police College enhances the educational opportunities within policing and enhances the value of CPC training.
Purpose
The purpose of this Directive is to set forth procedures for the implementation of articulation arrangements between the Canadian Police College (CPC) and other academic institutions.
Definition
An articulation arrangement provides for the granting and/or transferring of credits by post-secondary institutions for courses taken at the CPC. These credits may be used as course equivalencies or elective credits towards a certificate or degree offered by the other institution.
Directive
- Arrangements covered by this directive will comply with RCMP Policy AM VIII.3. RCMP Agreements.
- Articulation arrangements will be pursued based on their fit with current CPC strategic direction and operational priorities.
Procedures, roles and responsibilities
- The Director General CPC is the approval authority for articulation arrangements between CPC and other institutions.
- Potential articulation arrangements must first receive approval in principle from:
- The implicated Faculty Head
- The appropriate Director
- A CPC Faculty member will be appointed as the project lead for the purposes of liaising with the other institution and updating CPC management as required.
- The project lead is responsible for working with Academic Standards and Learning Development to provide the other institution with the documents required for the assessment of credits to be granted per course.
- When both participants to the arrangement are satisfied with the assessment of credits to be granted per course, an Articulation Arrangement will be drafted.
- The approved template (See Appendix A) will be used to draft arrangements
- Where the other institution has specific requirements for certain clauses, these may be included as long as they do not contradict RCMP policy.
- The draft Articulation Arrangement, document will be forwarded to the RCMP MOU Coordination Unit (GroupWise address RCMP_MOU_COORDINATION_UNIT) for review to ensure compliance with national policy.
- When the agreement is approved:
- A copy will be sent to records;
- Academic Standards and Curriculum Design will add a note to the CDD of the courses that are part of the agreement; and,
- A copy will be uploaded to the CPC tasking system to keep copies and flagged for review.
- Unless specified otherwise in the arrangement, Articulation arrangements will be reviewed every three (3) years from the date of signing.

Appendix A – Sample articulation arrangement template
Memorandum of Understanding between the Royal Mounted Canadian Police through its training facility the Canadian Police College (CPC), and [Institution Name] for the awarding of credentials for courses completed at CPC
The Royal Canadian Mounted Police (RCMP) and [Institution Name], hereinafter referred to as the "Participants",
Wishing to document their relationship and their roles as Training Partners,
Wishing to enhance the close collaboration, cooperation and professional relationships which currently exist between them,
Have come to the following understanding:
1. Purpose and scope
The purpose of this Memorandum of Understanding (MOU) is to outline the credential awarded by [Institution Name] to participants who have successfully completed CPC course(s).
The course(s) and credential(s) covered by this arrangement are as follows:

The approved CPC course design documents including evaluation tools for the courses covered in this arrangement will be shared with [Institution Name] for the purposes of [Institution Name] to conduct an analysis for the granting of credits to participants who have successfully completed the course(s)s at CPC. These materials remain the sole intellectual property of CPC and will not be duplicated or altered without express authorization of the CPC.
Participants of CPC courses register as per the registration guidelines listed on the CPC website, and are accepted as per established CPC selection criteria. Each participant while enrolled in a CPC course shall be a participant only of CPC for the purposes and duration of that course. While enrolled at CPC, students will be subject to CPC policies and standards regarding academic integrity and code of conduct.
Each application for admission to an [Institution Name] course or program by a prospective participant who has successfully completed a Canadian Police College course will be considered by [Institution Name] according to [Institution Name]'s established admission and enrollment policies and procedures.
Each participant while enrolled at [Institution Name] shall be a student only of [Institution Name] for the purposes of that course/program. While enrolled at [Institution Name], participants will be subject to [Institution Name] policies and standards regarding academic integrity and code of conduct.
The participants to this arrangement acknowledge that participant information gathered as a result of this arrangement shall remain confidential and subject to the provisions of the Freedom of Information and Protection of Privacy Act.
There is no provision in this arrangement for the transfer of any funding between the two participants.
2. Departmental representatives
The Participants designate the following officials as their departmental representatives for the purpose of this MOU:

3. Difference in interpretation and application
The Participants will refer any difference in the interpretation or operation of this MOU to their departmental representatives, for them to use their best efforts to resolve the matter amicably. If such negotiation fails, the Participants will refer the matters to the immediate superiors of their departmental representatives for resolution.
4. Monitoring
The Participants will communicate on a triennial basis to review and assess the operation and effectiveness of this MOU. ·
5. Entry into effect, amendment and termination
- This MOU will enter into effect on the date of its signature by the Participants and will remain valid for a period of three (3) years.
- The Participants may amend this MOU upon their mutual written consent.
- The Participants may terminate this MOU by giving a ninety (90) days written notice to the other Participant.
6. Status
This MOU is not intended to be legally binding as between [Institution Name] and the Canadian Police College.
