Purpose

This Directive outlines the process for how Canadian Police College fees are established and approved.

Preamble

The Executive Director of the Canadian Police College, under his authority established in the Treasury Board Policies and guidelines for cost recovery, set tuition fees for approval by the Commissioner.

In 2019 under the CPC Transformation plan and advice by the CPC Advisory Committee, the College received SEC approval to set fees at 100% cost recovery through a three- year phased approach (2020-2022) reaching 100% in 2022.

Fee increases were to be established under the existing costing formula until a new costing methodology was established.

In 2021, results presented under the new formula provided evidence that CPC courses were historically under costed and therefore 2022 would see a significant increase in tuition fees.

Directive

To mitigate the immediate impact on partners, new increases in tuition fees will be phased in over a two-year period (2022 and 2023). The exact phase in to the fees established using the methodology in directive B04 – Course Costs will vary from course to course based on the impact of fee increases to the individual courses.

Procedures, roles and responsibilities

  1. In June of every calendar year, Financial Management will provide the CPC with an updated estimate of the delivery costs per student for each course.
  2. CPC Business Operations is responsible for setting the fees based on costs established using the methodology in directive B04 – Course Costs.
  3. CPC Business Operations will provide the CPC program areas with the proposed tuition fess.
  4. The CPC program areas are responsible for determining whether the proposed tuition fees fall under what can be reasonably charged for broader market value.
  5. If the CPC program areas determine that a particular tuition fee may not be borne by the market they will propose an alternate price and a supporting rationale.
  6. The final proposed tuition fees for the following calendar year must be recommended by the unit managers for each faculty (see below), and approved by the CPC Executive Director
    • the Director of Business Operations
    • the OIC of Advanced Police Training
    • the Director of the Police Sciences School; and

On-Site Courses

  1. By July 15 of every calendar year a copy of the approved tuition fees will be provided to the Registrar's office and forwarded to Communications for circulation to CPC clients, including posting on the external CPC website.

Off-Site Courses

  1. The program areas are responsible for negotiating via MOU the final Off-Site price of their course (see Directive B05- Off-Site Courses).

Errors

  1. If an error is discovered in the course cost or fee, this must be reported to CPC Business Operations as soon as possible.
  2. CPC Business Operations is responsible for coordinating with the Registrar's Office, Financial Management, and the Program areas to resolve the issue.
